Does anyone think there should be a rule about lapped cars?

Let's say, for instance, there's a lapped car that's 2 or 3 laps down but is still blocking the leaders and the rest of the pack (and usually causing wrecks) for the entire race.

I know that some newer drivers need the track time, and that's okay, but after 10 or 20 laps of blocking the track (especially when there's a close points race going on), what's the reason for not black flagging those lapped cars before somebody gets hurt? Fill me in, will ya? Thanks!!
