I have a question on the protest's section of the rule book. "who" do I have to turn in my written protest into? The rule book states that I have to turn it in with $100 but does not say who I need to give it too other than the the spartan speedway office? is that paul, gary, maurice, chuck? who?

Since the rulebook says Spartan Speedway "office", I'd say you have to file your protest with Gary. If you give it to Paul, he'll just hand it over to Gary.
