Why would you wait one whole lap to throw the caution flag? Why was it not thrown right when the #14 cautioned?

I noticed there is 61 views already yet no replies? I am just a fan of many drivers in the pony stocks and am just curious why every other time the flag flew immediately. Just wondering if there is different rules for different divisions, or circumstances? I am no relation to any of the drivers, just a curious fan. Thank you

When the 14 originally went off the track, it was deteremined he was out of the way and safe from the racing surface. Only when he moved to the bottom of turn 3 and 4 and considered a safety issue did the caution come out. Hope this explains the situation.
